Head of Human Resources Middle East

YOUR ROLE

To have a deep understanding of the business, and in particular the sources of profit and the cost base, so as to support HR strategies and practices that support robust business growth; reinforce a culture of performance focus, meritocracy and diversity; and comply with company HR policy.

The Human Resources Manager oversees the efficient and effective functioning of HR functions within the assigned region and is the main point of contact for employees on matters pertaining to their employment and benefits. The Human Resources Manager may have HR administrative and/or generalist staff to assist in areas of employee contract management, policy interpretation, performance management, new hire orientation, permanent and temporary staff recruitment and on-boarding, and employee relations. In addition, the Human Resources Manager plans, advises and oversees various HR change management initiatives through effective communication and contributes to on-going policy development and implementation. The incumbent works closely with the HR Director on all the HR affairs for the Middle East region, in order to ensure the smooth delivery of HR services.

WHAT ARE YOU GOING TO DO?

Implementing HR Strategy and Plan

In liaison with HR Director to create an HR strategy for the business, and an annual HR Plan.
Communicate plans and progress against the plan to the HR function and the Business Units.
Create and support a continuous improvement environment for HR activities within the Business Units (i.e. optimal use of processes, systems and practices).
Contributes to the development and implementation of HR processes, policies and procedures and ensures that HR policies and procedures are communicated accurately to appropriate stakeholders
Day to day support to management and staff by providing advice, guidance and interpretation of HR policies and procedures
Understands and applies CEVA business processes and contributes to the improvement of same

Financial Management

Provide line management with regular and accurate reporting of employee costs.
Supports the Director with respect to staffing budgets, data gathering and compilation, report generation and updates; ensures that recruitment planning activities are aligned with budgets.
Ensure annual manpower budgeting exercise is conducted accurately and efficiently.
Create, obtain approval for, and manage HR department budget. Ensure HR Team adherence to the business’ financial systems and processes.

Business Partnering

Act as a trusted business partner and coach to supervisors and managers.
Consult and support line managers across the business units.
Focus on measuring the employee engagement of the business units and take actions necessary to improve it.
Lead and effectively participate in developing and implementing departmental and individual KPIs.
Provide and present monthly progress reports to Management.
Discuss ideas with and seek approval from Managing Director of Middle East

Workforce Optimization

Play an advisory role in creating and managing a lean and multi-skilled workforce.
Support and facilitate the implementation of business structure reorganisation and consolidation to deliver efficiencies.
Play a key role in communicating organizational messages and monitoring feedback within the business units.
Ensure compliance with localization policy and targets.
Full spectrum of human resource management and related functions

Employee Relations

Manage ER issues within the business units.
Act as an advisor to line managers in order to minimize risk.
Developing, implementing, maintaining and reviewing of company policies, rules and regulations in compliance with the labour law.
Ensure compliance with local law and company policy throughout the employee lifecycle (from contract of employment to termination processes).
Communicate and implement changes to HR policies and procedures.
Ensure disciplinary procedure is properly applied before any employee is exited from the business.
Oversee employees’ disciplines and their compliance with company rules and policies.
Provide daily guidance and specific feedback based on review to associates.
Develop specific Departmental action plan and allocate team responsibilities.
Intervene to resolve issues in HR conflicts.
Serves as a point of contact for employee relations issues.
Develops an awareness of and respect for the customs and cultures of employees.

Organizational Capability

Ensure new employees are properly inducted into the business and given support to become productive as quickly as possible.
Serves as the main point of contact for new hires with questions arising during the on-boarding process; assists in their relocation and coordinates the new hire orientation program.
Liaises with PRO regarding employee visa requirements.
Develop succession plans and retention strategies for key talent and positions.
Develop and execute a learning and development plan that equips individuals with necessary skills.
Formulate and implement performance management plans to improve performance or assist with exit from the organization.

Performance Management

Take necessary steps to create a performance focused culture where high performers are rewarded and inadequate performers are given an opportunity to improve or terminated.
Ensure compliance with the annual appraisal review: that all staff are properly appraised and have proper objectives/KPI.
Ensure all pay increases, bonus or incentive awards, and promotion proposals are justified and comply with policy.
Make Compensation & Benefits recommendations regarding non-routine role changes, promotions and transfers.
Manager the salary and bonus review processes in line with company policy and procedure.
Develop Recognition initiatives to motivate employees and enhance performance.

Training and Development

As part of annual HR plan specify training initiatives required to support the businesses.
Ensure training needs of key and high potential staff are identified and delivered.
Ensure all key positions have identified successors.
Guide the creation of training programs
Confers with management to identify training needs for staff based on company’s strategic plan and departmental objectives.
Contributes to the development of the company by monitoring programs and identifying areas for improvement; by observing and implementing policies and procedures.
Collaborate with Department leadership to define career development opportunities and training programs
Lead 1:1 discussion with employees considering resignation to prevent their attrition.
Identification and analyses of staff training, development, and career support needs.

Recruitment

Coordinates the recruitment process by creating and updating job descriptions, raising requisitions, handling interview logistics and ensuring that reference checks, relevant paperwork and all other new hire documentation is obtained.
Specify key recruitment requirements and communicate and discuss these with HR Director.
Work with line managers to ensure all recruits are of an acceptable standard.
Ensure proper due diligence is conducted at the end of probation periods.
Organize candidate interviews and moderate recruiting decisions.
Coordinate strategic workforce planning.
Oversees the creation and maintenance of secure and confidential filing system.
Administers the process for probation completions, contract renewals, resignations and terminations; administers end of service benefits and coordinates other exit processes for departing employees

HR Function Development

Participate in project work as required to develop HR policies, procedures and practices.

Administration

Ensure all required HR administrative processes are executed efficiently and with impeccable attention to detail.
Ensure reporting hierarchy and organization unit structure is kept up to date.
Act as HR system champion and when required participate in system design and testing.
Performs other related duties as assigned by the HR Director.

WHAT ARE WE LOOKING FOR?

Master’s Degree in HR / Business Administration
Fluency in written and spoken English is essential
Knowledge of Arabic is desirable
8+ years HR experience dealing spent in a supervisory/leadership role with demonstrated competence in job analysis, recruitment processes, benefits administration, and employee relations
Demonstrated supervisory skills.
A high degree of computer literacy; knowledge of an ERP system such as HRIS is desirable.
Ability to generate and analyse various HR metrics using Excel and other reporting tools.
Current knowledge of industry practices, trends and issues.
Excellent verbal and written communication skills and a demonstrated competency to interact with people at all levels of the organization.
Highly developed organizational, analytical and problem solving skills are required.
The ability to work effectively as a team member in a multi-cultural environment.
A demonstrated willingness to engage in professional development activities in order to develop and improve new and current skills, and to adapt to the evolving needs of the organization
